hardware documentation for IBM 9-track tape

1. looking for a program to read/write 9-track IBM IEBCOPY format tapes

I am wondering if anyone knows of a program, commercial or on the net, that
can read/write 9-track tapes that were written on an IBM mainframe using
a IBM utility  called IEBCOPY.  I don't know much about this format except
that we get tapes that we read with IEBCOPY on a mainframe and that I will
need to write a program for the workstations that we are about to get if I
can not find one.
