RPC daemons fail to register

I am having trouble getting NFS up and running on a Model 530 running AIX
3.1, and I have traced this back to the following problem: it seems that
none of my RPC daemons are able to register with  the portmap daemon.
For instance, when I start up rpc.statd, I periodically get "cannot
register" error messages on the console. I have tried to write a
test program which simply calls registerrpc(3), and it hangs on this call.
I have tried almost all possible combinations of starting portmap, inetd and
other such daemons, with or without the startsrc method. Whatever I do,
the "rpcinfo -p" command always returns that only the portmapper service
is registered. Does anyone have an idea as to what may be happening?

Have you verified when the problem occurs that the token ring
and/or ethernet interfaces are up?

If they are not, what you should do is go into smit
and mark them as being up.  For some reason they get
marked down in ODM and are not brought up after a boot.

1. Help! NFS daemon fails w/RPC not registered.

When trying to run:
mount -n -t somemach:/dir /mnt

on my Linux box I get:
mount clntudp_create: RPC: Program not registered.

Whn I try to run rpc.nfsd, Iget:
Cannot register service:  RPC:  unable to receive;  errno=connection

What is not running that should be running? How does one register a
erice with RPC.  I am running the kernel version 1.54 and trying to
connect to a Sun Sparc running Solaris 2.3.
