Problems installing bull bff's on AIX 5.1???

Hello all;

We've just upgraded from 4.2.1 to 5.1L with little trouble.  We're now
at the point where we are re-installing freeware that we have come to
depend on.

Normally we download the filename.exe from Bull's site, run it to
extract the bff file.  Then we issue the rm -f .toc command to clear
any prior attempt.  Followed by smit install, point it to the
directory where the file(s) are located and press F4 to view what's
available.  Simple, huh?

Well, we can't get this to work under AIX 5.1L.  All we ever see as
the result of the F4 is "No installable software found on media....".

Not to fret - we tried specifying the exact bff filename indivudially
but the install fails stating it cannot locate the specified
software...

Yes - the file(s) are there, they have all their read permissions set
and there is NO .toc file.

We're stumped.  Anyone run into this?  Is there something we're
missing?

Yes.

Did you run "inutoc" as root in this directory? This creates
the .toc. I have always done this on all aix versions.

THis must be a step that came after 4.2.1?

I thought this was fixed in either AIX 5.1-ML1 or AIX 5.1-ML2.
You aren't running the base level AIX 5.1 are you?
  # lslpp -h bos.rte.install

smitty does it w/ bos.rte.install 5.1.0.26, that is, ML02
