I take this to mean you have a 7013, not a 7010; a 7010 is an X-station
not a server.

This is also indicative of a 7013-520; it is the only RS/6000 box IBM
made that will accept an odd number of memory cards and house the old
857 MB and 355 MB hard drives internally.

A LED with 551 means that your system is trying to IPL and varyon
(activate) a boot device.
It could be that both of the hard drives were part of the root volume
group and one is bad or that your boot logical volume is damaged.

To use these disks, insert the one marked BOSBOOT into the floppy drive,
turn the key to the SERVICE position (far right) and turn the machine
on. It will read the disk and start booting the machine; when you see
"c07" on the LED, it means it wants the next diskette. Eject the
BOSBOOT diskette, insert the DISPLAY disk next, wait until "c07" is
displayed on the LED again, eject the DISPLAY diskette, then insert the
MAINTENANCE disk last. This should boot the system into maintenance
mode.

It sounds like you may want to reload the system from the ground up.
Your 7207 is a 1/4" tape unit; look for any tapes in the collection you
got that say "Boot Tape" or "LPP tape". You might have a AIX install
tape that you can use to reload the system. Also look for the AIX
version numbers (3.1.5, 3.2.3, 3.2.4, or 3.2.5) on the tapes; AIX 3.x
was the only version of AIX for the RS/6000s that was shipped on the
1/4" cartridges.
