My scenario is:

I have two separate type of users:  ITOE (Information Technology Office
Employees) and regular users.  The ITOE users have full access to the
environment.  All of the regular users have a restricted shell and when they
log in, they see various information that I  have edited into their
$HOME/.profile.  The problem I am having is that I have to copy a .profile
that is specific to those users every time I add a user to the environmnet.

My question(s) is/are:

Is there an easier way to do this?
Is there a way to specify where the .profile comes from?

Everyone needs a profile, so what's there to be done?

Well ... you could install a link in each user's home directory, which
points to the master that you keep in a safe place. "Regular" users get a
link to a "regular" profile, while ITOE users get a link to an itoe profile.
I assume that the latter are Unix-savvy users who might want to change their
profile ... in that case, they can copy what they want from your master, and
customize it in their home directory.

You still have to create a link for each new user, but at least everyone
gets started off with the "right" profile.
