Help: How do I launch a shell tool without border

We're running SUN OS 4.1.3 and I want to launch a shelltool and lay it
over another active application so it appears to be part of it.  I need
to launch it without the border/frame.

1. launching a task without a shell

I want to set up Internet Junkbuster to run as a
daemon at bootup.  I want it to run as a non-privileged user, without a
login shell (eg. the "nobody" user).  I can't seem to find a way to do
this.  I'm assuming that having the task run as a user without login
shell is more secure, perhaps I'm wrong.  Can't anyone fill me in? (I
follow this group, so a post here would be great -- I try to avoid
posting my email address to Usenet)
