open() blocking (port unavailable)

I have a process that does an open with (O_NONBLOCK not set),
i.e. I am doing a blocking open.

The open does not return, evidently meaning the port is
unavailable.

However, I can open the same port as non-blocking and read
and write to it.

Why can't I open it with a blocking open?

O/S is SVR4.  Machine is unisys U6000.
