Where are Anon. FTP directorys on the machine?

I was wondering if anyone knew where (or how to access) the anonymous
ftp directories found on a machine by just 'cd'ing to it?

For example, I can normally log on to a machine let's say: test.machine.edu.
People can also anon. ftp to test.machine.edu and access /pub directories,
and whatever. If I login normally (no ftp) into test.machine.edu, can
I access these /pub directories?

Sometimes, like mine, it's /home/ftp/pub

On my machine it is ~anonftp. Still you connect to ftp.cs.utk.edu.
So what determines it, really?

Officially it is ~ftp.  ftp is the pseudo user that is used by the
standard ftp daemon to determine whether anonymous ftp is allowed.

If your site uses something other than ~ftp, it is possible that
they either modified the ftp daemon *or* that you are not on the
machine that is the anonymous ftp server.  On machines that do
not have anon ftp, you cannot have a user named "ftp" as the existance
of that user enables anonymous ftp (as long as ~ftp exists).

1. Cannot ftp into my machine as myself (user), but can ftp in as anon.

I cannot ftp into my machine as myself (a user). There is nothing
wrong with ftp because I can ftp into my machine as anonymous, and
I can ftp out from my machine however I want.
I have spend probably 20 hours trying to figure this problem out,
since it is obviously a problem with configuration, but I still
couldn't figure it out.
        Here is an example of what it does:

ozona /tmp_mnt/v/sally/v9/charlton(23)>ftp slip-30-11.ots
Connected to slip-30-11.ots.utexas.edu.
220 bach FTP server (Version wu-2.4(1) Sun Jul 31 21:15:56 CDT 1994) ready.
Name (slip-30-11.ots:charlton): anonymous
331 Guest login ok, send your complete e-mail address as password.
Password:
...

        But,

ozona /tmp_mnt/v/sally/v9/charlton(24)>ftp slip-30.11.ots
slip-30.11.ots: unknown host
ftp> quit
ozona /tmp_mnt/v/sally/v9/charlton(25)>ftp slip-30-11.ots
Connected to slip-30-11.ots.utexas.edu.
220 bach FTP server (Version wu-2.4(1) Sun Jul 31 21:15:56 CDT 1994) ready.
Name (slip-30-11.ots:charlton): charlton
530 User charlton access denied.
Login failed.
ftp>
