After a download is interupted, can ftp (or xdir)
be used to resume, rather than restart, the download.

Some versions of ftp support the "reget" command to continue a get from
where it left off.  

The syntax is the same as for "get"

ncftp claims to be able to restart downloads. (I haven't tried it.)

Note that for this to work, the server needs to understand the
RESTart command -- it's not just client side functionality.
