Very Computer

My problem:

I need a special port on my computer to start a system
management agent.
Because another process uses this port, I have to find
its process-id to kill it.

My question:

Is there a possibility to get the name of the process,
which uses my special port? Is there a utility?

A solution?!?

The /sys/proc.h file contains a structure named proc. I don`t
know how I can use this to produce a list of processes.
Maybe you can inform me about how to do this.
