I have a large file.
I need certain characters added to certain positions in all lines of
the file: not to replace the existing characters.  Need this for
some dump to my DB.

Here is what I need:

I have a file with characters in each of the numbered position on each line:
12345678901234567890123456789012345678901234567890123

I need each line of the file to look like this:

"123456789"$"0123456789"$"01234567890123"$"45678901234567890123"$

Basically I am adding quotes to each field and seperating field with $.

How could I do this (or mult steps to do it) using UNIX commands?

If you could send directly to my email that would help (my trn does not
update daily and don't want want to miss any answers/solutions.)
