SCCS is a proprietary program, written by Bell Labs. Bell Labs have
sold it on along with the rest of Unix, but source code is still not
freely available to the public.
However, Project GNU has a clone of it under development (see below).
It has not yet had its first official release but it may be suitable
for your needs already.
GNU CSSC ("Compatibly Stupid Source Control") can be downloaded from
alpha.gnu.org in the directory /pub/gnu/CSSC.

CSSC works on Red Hat Linux 5.0, if that is indeed the version of
"linux" that you are referring to. Red Hat 5.0 includes version
2.0.31 of the Linux kernel. (though the downloadable updates upgrade
that).
There is also a mailing list for CSSC users; see the documentation in
the .tar.gz file.
