System limit for CPU/memory use?

How do I determine/set the resource limit for processes, like CPU time,
memory limit, etc...? I'm using RedHat Linux. Please tell me it doesn't have
to be compiled into the kernel.

ulimit

I think (anybody correct if I'm wrong) that to adjust the max number of
processes per user, you need to recompile the kernel.

No, you don't have to recompile the kernel. At least on Linux.  :)
