Canonical mode question

In Serial Programming HOWTO by Gary Frerking
canonical input processing example

newtio.c_cc[VMIN] = 1;  // blocking read until 1 char arrives

but canonial mode terminal input is processed as
lines. then why set VMIN ?

1. Canonical and non canonical format

Please clarify :
- would like to know what is the usage difference between the two and
when to use them
- how to convert one form to another
- if i have to send the hardware address across the network in a mac
frame, i would like to know
    what (either token ring or ethernet) of the NICs uses which of the
two formats

Thanks in advance
