sending Signals to Process created by another user

sending Signals to Process created by another user

i need help with this problem .

Consider i have a process A created by user 1
 and another process B cretaed by user 2

can i send signals like SIGCONT etc from process A to process B directly

if not then how can that be done without becoming the super user

SIGCONT is special, in that it can be sent to any process which is
part of the same session regardless of ownership. But if processes are
created independently by different users, and aren't setuid to a
common user, then you can't send signals between them.
