3.2-STABLE, TCP Wrappers, X11Forwarding

I'm running 3.2-STABLE, with sshd2 and TCP Wrappers.  In my sshd config
file, I have specified that I would like X11Forwarding on.  However, when
I attempt to use the automatic redirecting, I get this error on the client
side:

X connection to all070167.res-hall.nwu.edu:10.0 broken (explicit kill or
server shutdown).

and this error in my logs:

May 28 00:47:56 all070167 sshd[26965]: error: Fwd X11 connection from
all070167.res-hall.nwu.edu refused by tcp_wrappers.

I'm not wrapping sshd in /etc/inetd.conf, and I still get this error when
I use the ALL: ALL: allow rule in /etc/hosts.allow.  This same
configuration worked with 3.1-STABLE, but TCP Wrappers was installed from
the ports then.

I note that in 3.2, hosts.allow changes do not take effect unless
one kills and restarts inetd. This is broken behavior.

Have you filed a pr about this yet? If you don't have time
I might try to fix it and send a pr.
