3.4 is just a newer version to the extent of my knowlage (never head of
power pack)
I run 3.4-stable

1. Powering up/down SCSI devices on a live FreeBSD 3.4

     camcontrol rescan <bus[:target:lun]>

also

    man camcontrol

It doesn't matter if your driver resides in an external kernel module
or not. Modules can (theoretically) be loaded and unloaded any time,
AFAIK.
