Learning resources needed: books, web sites, etc

Greetings, High Minds of the FreeBSD Collective:

I am interested in a number of things, and I wonder if anyone can give me
some pointers on books, web sites, etc. that are helpful and have some
  examples on the following topics:

 1. Perl (what is the difference between Perl and Python? Pros and cons of
 each?)
 2. mpeg audio, video, and wave files programming
 3. I can program network, and I am trying to write a program to
automatically download stuff, but some web sites require users to click a
round button to indicate a choice and then click another button to display
the file. I figure this is CGI. Any good hints on automatically downloading
 stuff from CGI sites?

  Thanks for any suggestions.

Greetings:

  Thanks for the suggestions.

No flame. Flame war is counterproductive and is an impediment to progress
  and sharing of ideas.

Agreed. FYI programming language comparisons can be even more
effective at fanning flames than OS comparisons. Best thing is to try
them and see how you like them.

1. Need help (suggestions for books, websites, etc.) learning about RTP / RTCP

I have been invited to work on what should be a simple application
that receives RTP audio and video streams and stores them on disk,
then serves them back on demand.

The platform is either VxWorks, LynxOS, or RTLinux, they haven't
decided yet which they want to use, but they would like the
implementation to be POSIX-compliant.

No signaling is involved; just receive the stream, store it on disk,
and serve it up on request.

I have a lot of experience in real time embedded software and some
experience in TCP / UDP / IP networking, but none in RTP or RTCP.

Can any of you recommend some good books or websites or online
tutorials that will help me learn what I need to learn to do this?

Thanks...
