Can you post the keyboard section from your XF86Config file? Which port did
you use to install X?

Perhaps you're missing a keymap file, because the port didn't install
completely/properly, or it was the wrong port. Or there might be a typo or
something in your config file.
Did you write your own config file, or did you use xf86config or another tool?
The simpler the instruction, e.g. "press here", the
more difficult it will be to open the package.
