<ctrl>-v not mapped to take literal and how define keyboard shortcut like <alt>+<tab> in Windows

Hello.  I have been unable to use ctrl-v at the command line in the
bash shell to allow the next character to be the keyboard literal.
What file maps the commands like ctrl-v, ctrl-c, etc. and how do I
change ctrl-v to get my desired effect?

I thought I used to use alt+tab in X to switch between windows in KDE,
but it is not working for me lately.  Is there a keyboard sequence to
switch between windows?  If not is there a way I may define one?

distro: RH 7.0
kernel: 2.4.9

Many thanks as usual.

Andrew

1. How to map <tab> to <sp><sp><sp>?

The subject pretty much says it all.  How do I map a tab to three
spaces?  On SunOS 4.1.3, vi says "Too dangerous to map that" when I do a
':map tab "   "'.
