Can selection clear dtr/rts for soft-set 3 button mice?

I have a 3 button serial mouse which supports two or three button mode. The
modes are set by clear dtr/rts. It starts as 2-button mouse. In XFree86 I
use mousesystem type and clear dtr/rts to turn it into 3-button. However,
I have problem specifying it to selection -- if I specify it as mousesystem
3-button, I cannot use it until I use X. If I call it 2-button, I cannot use
it after X. So my question is --

Does selection have a way of sending clear dtr/rts to configure the mouse
in the first place?

Help!
I have a problem with Linux and would like some help.

I have Linux running on a 486 dx33 with 4 meg of ram
my drives are set up as follows.
/dev/hda1       -       Dos Partition (that boots) to DOS + Stacker 4
/dev/hdb1       -       Linux Main Partition mounted as Root & Whole File
                        system. 71MB
/dev/hdb2       -       Swap Drive 11 MB                        

I don't use Xwindows as i don't feel i have any use at the moment (also
lack of disk space) I am trying to get my fax/modem on com1 (cua0) to
answer and provide remote logins.
I have manged to set up uugetty to answer on callback but it doesn't send
the login: prompt after connect the system just sits there :-(
Can anyone help.

1. How to clear DTR/RTS for /dev/mouse?

I noticed that XFree86 allows me to config the server such that when it starts,
it clears the DTR and/or RTS lines of /dev/mouse to enable the MouseSystem
protocol. I would appreciate it if someone can tell me how this is done, i.e.
what data are written to /dev/mouse in which way. I want to add this to
"selection" so that my mouse can work consistently in and out of XFree86.
