SLS 1.03...unable to create new users!

I don't know what happened...I was installing some software as specified in
the NET-2-HOWTO, and when I was done, about half of the accounts on my were
disabled ("Unknown user foo"), and I can't recreate such users ("not unique"
name).  Also, if I try to create a brand new user, they're put in /etc/passwd
and /etc/shadow, but they are just like the accounts that were disabled.
I even tried to bypass the "useradd" command by entering in the proper info
manually in the /etc/passwd and /etc/shadow, but with the same result.

I'm running SLS 1.03, Linux 0.99pl14, libc4.5.10, gcc2.5.8, if it matters.
