Try setting the environment variables EDITOR and VISUAL to emacs.

If you always have an emacs running (like I do), you may instead want
to use emacsclient.  This will allow you to edit the file in the
already running emacs, instead of starting a new one.  If you do this,
you need to add the line "(server-start)" to your .emacs file.

I really like this because my emacs takes five or ten seconds to
start, as I have over a 1000-line .emacs file and a meg or two of
add-ons.
