Do the ATI rage128 chips have the SuspendTime/OffTime (power_saver for
VESA DPMS) options under XF86_SVGA. If not, does the mach64 server
support it. Or else, which medium-low range S3-based cards support
it?

You can see if the Mach64 Driver supports it by doing an 'xset dpms
force suspend' on the command line and see if it works. I would get the
latest XFree86 (which won't hurt anyway).
