The problem is your running in a lower resolution mode, probably
640x480, and your screen size is set for a high resolution mode
1280x1024(perhaps). If everythings been configured correctly then you
should be able to change to a higher resolution.
To change modes try ctrl-alt-(numpad)+
If your mouse was working you could just pan down(see below).

Are you running gpm? I've been told by others that this program causes
trouble for some reason with the mouse under X, although I run it and
I've never had difficulties. Try killall gpm before firing up X.
Also make sure the mouse device permissions are correct.(see below)
