Might try adding:

Netscape*maxImageColors:        50

to your .Xdefaults, and see if that improves things ...

 | startup of Netscape, but with some other programs...

Sure , this is a well known X issue.
At each moment you have a colormap. The colormap are all the colors that are
currently defined. On the screen you can see only colors from the colormap.

Unfortunately , the size of the colormap is limited , and applications like
netscape needs a lot of colors. The easy solution is to close applications
that currently need a lot of colors. A typical mistake is to have a picture
in the root (using xv or such) that is too colorful.
The second solution I can suggest is to run 'netscape -install', which installs
a private clolormap.

You have some color-mad program running, like xv with a "tasteful" photo
in the background, or netscape running with unrestricted colors.  

Say good-bye to the pin-up and you'll be able to see colors in other
programs.  X can only allocate a fixed number of colors (typically 256).
