1. What is the initial value for smoothed RTT and smoothed mean deviation?

I would like to know more about the retransmission timeout value at
Redhat 6.0. I would like to know what is the initial value for smoothed
RTT and smoothed mean deviation. Besides, if there is no measured RTT,
does the smoothed RTT will be measured RTT and smoothed mean deviation
will be 3 x RTT?
