on IRQ 12 there is the ps/2 mouse, it shouldn't work there.
wich version of the 16.3 do you have ? iirc the version 2.0 does not
work with hisax. And check if there is not another device on IRQ 9
(/proc/pci)
If all this do not work get the newest Kernel (2.2.13pre9) and try it
again.
And if it still does'nt work send all relevant information (complete
module-output and the interesting part of isapnp.conf) with a short
description to de.alt.comm.isdn4linux (english is also welcome).

The Teles 16.3c must be set up via isapnp. So edit /etc/isapnp.conf (or
use the config-program of your distributor) and change the values.
