Get the list of the RPM's you need; rpm -qa | grep kdeQuote:> ... to reinstall KDE 3.1 from command line?
Copy them to a common location, then install them all as root at the same
time; rpm -Uvh kde*.rpm --replacepkgs (for example)
Read 'man rpm' for the details and other options.

Since you don't specify how you installed KDE in the first place, I can only
guess how to reinstall it. Above would be the way /I/ would reinstall it.
