Where can I find a cdrom driver for Goldstar 520. This is the cdrom on
the HP 7280P Pavilion box. I am running Linux os 2.0.18 and I have not
been able to mount the cdrom.

Sounds like an ATAPI/IDE CDROM drive.
Make sure you have the IDE interface drivers, and the ATAPI CDROM driver
installed in the kernel.
Make sure you are _NOT_ trying to use it when connected to a PnP
soundcard.
It simply won't work in linux without a lot of extra work.
Make sure it is jumpered properly. Master if it is by itself and slave
if it is connected with another drive that is already jumpered as
master.

Typical ATAPI CDROM setup:
Master device on the secondary IDE port = /dev/hdc
