I think you mean a "projector"?
You will probably get much better results using the VGA-out anyway.

No, you need to set up the video out. First thing - what it the video
chip and laptop? Search for docs on that and "TV-out".

I think you mean 60Hz. The S-video will be worse - 50 or 60Hz
interlaced.  I would try to change the VGA-out settings.
