1. Can′t do "telnet localhost 631". Why?

Hello!

I cant telnet to port 631 (ipp port) of my machine.
On other port (i.e. 25 (smtp) 119(nntp)) there is no problem.

What could be the reason I cant telnet to this specific port 631?
