ConfigXF86 sets the clock on my Stealth 24 VLB without any bother at all.
The relevant bit of my Xconfig looks like this:

Hope this helps. Note that I have slightly tweaked the ModeDB figures to
centre the raster on my monitor (as per VideoModes.doc).

This card is available in both a DRAM and a VRAM based version. The DRAM
based card is available in either 1 or 2MB versions. The VRAM card is
available in 2MB version that is updatable to 4MB (there may be a 4Mb
version available too. I'm not certain about this.)

The VRAM versions will offer higher refresh rates in true-color mode than
the DRAM versions.
