Mouse Button Events Not Right...

To get a pop-up menu to work, I have to click and hold the (left) button,
then move them mouse a smidgen before the X server perceives that the mouse
button is pressed and generates the menu display. This happens with all X apps
I've tried, and Open Windows. Same mouse acts normally under Win 95.
