does anyone know how to connect a Next printer to a PC? these
things don't even seem to have an on/off switch, so it's not clear
what can be done.

Next laser printers were designed only for use with the Next systems - they
utilise the Display Postscript screen drivers in much the same way Windows
GDI does now. Further it uses a non-standard port which also switches the
printer from the computer.

From a PC it can't be done.

No chance whatsoever. The NeXT printer (note correct capitalization)
is nothing but a printhead; the NeXT computer does all of the work
rendering, sending data to the printhead at the correct rate, powering
up and down, etc. In order to use a NeXT printer with some other type
of machine, you'd need some sort of card which approximates a NeXT
motherboard and the NeXT operating system...
