Make sure you have set the jumper(s) correctly for the drive. I think
that most of them are set up to be "slave" drive. If it is the only
drive on the secondary channel, it should be set as "master" or "only"
drive.
Additionally you will probably need to either specify at the boot prompt
linux hdc=cdrom
or in lilo.conf
append="hdc=cdrom"
Those examples apply if cdrom is master drive on secondary controller.
Above all, the best advice is to look in
/usr/src/linux/drivers/block/README.ide. There are a number of cautions
in there.
