Think about the path that your characters travel. Which programs
look at them. Which modems. Etc.
Maybe ^S is your stop character on the remote Unix.
Then you can change it.
Or on the local Unix.
Then you can change it.
Maybe someone halfway uses XON/XOFF protocol. This may not
be so easy to change, especially if the someone halfway is
your own terminal.

A time ago someone asked about implementing their Num Lock, Caps Lock,
and Scroll Lock keyboard lights as a modem transmit and receive status
indicator.
