Ok, I am able to dial-in into my Linux box from work.  The problem
is when I logout I get a bunch of ~~~~~~~~~~~~~ and then garbage, I am
forced to hang up manually.

Anyone know of why this happens? here is the setup line of the inittab:

s2:45:respawn:/sbin/agetty -h -t60 38400,19200,9600,2400,1200 ttyS1

I manually setup the modem (Supra FaxModem 14.4/14.4 external) to
hardware flow control and upon DTR it disconnects and goes into command
state (is this right?).

1. Problems with dialing out when dial-ins are enabled

I'm having trouble getting dial-outs to work when dial-ins are
enabled.  I can dial out on /dev/cua1 when getty isn't running
on /dev/ttyS1, but when getty is running I get a message that
the port I'm trying to dial-out on (/dev/cua1) is in use.  I
read the FAQs and everything seems to be set up right.  What
am I doing wrong?
