1. two ppp connetions, one routes, one doesn't
Sounds like you may have some not so good ISP's
/usr/sbin/traceroute may be helpful. If ping finds an IP then DNS at your
ISP appears to be working. Next try a traceroute to an internet host. If
it gets out of your box past the remote IP of your PPP connection and dies
somewhere, find out where it dies and complain to your ISP.
If it does not get out of your box, then it is a configuration problem at
your end.
