I searched but didn't find a program that can make name cards (you
know, paper, to give to business associates at meetings) on
GNU/Linux.   Can I get away with html, doing say in python:
for j in range(across):
    row=row+'<td>'+one_card+'</td>'
for h in range(down):
    rows=rows+'<tr>'+row+'</tr>'
table='<table summary="" cellpadding="'+side_margin+'">'+rows+'</table>'

or has someone already made a package?

I've used*for this.  There is a nifty program, dvidvi.c, that is
very helpful for this.

I've used*for:

Business Cards
Name Tags (using 3.5" flopply disk labels)
Jelly Jar labels (using address labels)

If you want the 'magical' code to do this, let me know and I'll bundle
it up and upload it to me ftp server.  I'm assuming that you have a
package of these perforated sheets, like those made by Avery.

Oh, using HTML is not going to work -- there is no way to hard 'pin down' the
location of stuff.  Change browsers or something (including re-sizing
the browser window), and everything moves about.  One can be exact and
precise with*and dvidvi.

Have a look at:
http://snaught.com/glabels/
It worked well for me.
OpenOffice/Star Office have a module as well but I couldn't get it to work
for me satifactorily (YMMV)

If you are using Debian:
apt-get install glabels
