modem: device or resource busy for dip

When I run dip, I get the error "device or resource busy".  I've tried
rc.serial, but it gives the same error.  My drive is partitioned and I
use windoze95, and the dial-up programs work great for it.

I'm new to linux, so I need some concrete filenames to check or things
to do.  Thanks.  (Info by e-mail appreciated.)

Greetings,

I get the mentioned error when I initiate DIP.  I have an external
modem which after resetting the power, the error goes away and I am
able to start my slip session.  Any ideas on how I can avoid this
error?  Should I be concentrating my efforts on the Linux end or the
modem end.  Any help would be greatly appreciated.
