Put this in .Xclients or somewhere it will be run everytime X is
started.

I put this in  /etc/X11/xinit/xclients
xv -root -quit bg2.xpm &

and I get this message when X starts up:

No such file in directory
     /root/bg2.xpm

But that file is in that directory and in the /etc/X11/xinit/
directory as well.

Any ideas?

Sorry, the spelling for the image's file name was wrong, but that
solved only part of my problem.  When X starts I get the image in the
background for a second, while X is loading.  When X is finally loaded
the background image goes away.  This happens in root or any other
account.

What does it get replaced with? The X crosshatch pattern or some colour.
If
the latter, there is probably an xsetroot being run, probably in the
fvwm
startup.
