I solved the same problem getting the latest version of dvips,
dvipsk-5.66a.tar.gz, from the CTAN archives and recompiled it.
~/dvipsk-5.66a$ ./configure
My TeX files are in the directory /usr/lib/texmf, then I only needed
one change in the Makefile:
# Architecture-independent files.
datadir = ${prefix}/lib
~/dvipsk-5.66a$ make
~/dvipsk-5.66a$ su
~/dvipsk-5.66a$ cp dvipsk/dvips /usr/bin
Now, dvips works correctly.
