useradd utility?

useradd utility?

I am installing the rocat bbs on my linux 1.2.8 machine.   rocat installs
fine, the problem is when I start to add users.  rocat is looking for the
command line useradd utility.  Can someone point me to where I can find
this utility.  I've looked everywhere.
