                     REQUEST FOR DISCUSSION (RFD)
         unmoderated group comp.programming.libraries.curses

This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup comp.programming.libraries.curses.
This is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

Newsgroup line:
comp.programming.libraries.curses       Character-oriented windowing library.

CHANGES from previous RFD:

1) New newsgroup line.  There were multiple comments that the previous
line (comp.windows.curses Curses windowing library.) would be a flame
magnet.  The proponent agreed, and asked for ideas for a better
location.

Suggestions included comp.libraries.curses,
comp.programming.libraries.curses, comp.lang.c.software-tools,
comp.lang.c.libcurses, comp.programming.libraries.curses,
comp.lang.c.libs.curses, comp.unix.libcurses, comp.lang.api.curses.

After reading all the suggestions and reasons, and considering the
pre- ferences of others, the proponent chose
"comp.programming.libraries.curses" as the best solution.  The second
best might be "comp.lang.c.libcurses".

2) Added some text explaining the origin of the name, to avoid
confusion.

3) Changed "There is a demand" paragraph of rationale to leave out
exact numbers of postings and numbers of newsgroups.

RATIONALE: comp.programming.libraries.curses

The curses windowing library is a set of routines for writing character-
oriented, terminal-independent, windowing programs.  Curses gets its
name from what it does: cursor manipulation, or moving the cursor
around the screen, so characters can be placed anywhere on the screen.
Originally a UNIX library, it has been ported to other platforms.
Curses is usually implemented in C.

1) There is a demand: Postings related to the curses library regularly
appear on multiple newsgroups related to C and UNIX.  Thus, it is likely
readers exist who would use and benefit from a separate newsgroup.

2) A separate newsgroup would be beneficial: Postings on the curses
library usually do not fit the newsgroups where they are posted, and
often receive poor responses.  A separate newsgroup would lower unwanted
traffic to these other newsgroups, and improve the quality of responses.

This is a request for discussion, not a call for votes.  In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved.  The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it.  Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How

   unmoderated group comp.programming.libraries.curses fails 107:12

There were 107 YES votes and 12 NO votes, for a total of 119 valid votes.
There was 1 abstain and 1 invalid ballot.

For group passage, YES votes must be at least 2/3 of all valid (YES and NO)
votes.   There also must be at least 100 more YES votes than NO votes.

There is a five day discussion period after these results are posted.
Unless serious allegations of voting irregularities are raised, the group ma
not be voted on again for six months.
