Can't install new RPM packages

I have Mandrake Linux installed.  I want to add several RPM packages, but
cannot.  I get a message that there is no list of installed packages in
/var/lib/rpm/packages (I think this is the directory mentioned).  I checked
the directory mentioned, and, indeed, it is empty.  Is there any method of
directing Linux to fill this directory with a list of installed packages?

Do a man rpm,  you want to rebuild the database.

/var/lib/rpm/ is where rpm *keeps* its list of packages (along with
other package info).  Somehow the contents of this directory have been
clobbered on your system.

Are you logged in as 'root' when you are installing packages?  You have

Try man rpm and read the part REBUILD DATABASE OPTIONS.
BTW this is the first thing you should have done - RTFM. In this case it's
very easy to find.

1. RPM 3.0.4 won't install new packages

Hi

I'm using rpm 3.0.4 on rh 6.2. When I try to install or update new
packages, I get the message:
"Only packages with major <= 3 are supported by this version of rpm".
I've never had this problem before. Because of this error, I can't
upgrade rpm itself.  I get the same error message when I try rpm-Uvh
libtool-1.3.5-8.i386.rpm. Same thing for autoconf, and automake.  Anyone
have some idea of what's going on here. TIA
