memory exhausted

I am running RedHat 5.0 on a 486/33 with 16MB RAM and everytime I type
who at the prompt I get  who: memory exhausted.

Does this process really use that much memory or it something else?

1. Kernel Upgrade : Virtual memory exhausted ?

I got a problem upgrading my kernel.  It returns me this message about 10
minutes after I began the ''make''.. :

floppy.c:2853: virtual memory exhausted
cpp: output pipe has been closed
make[2]: *** [floppy.o] Error 1
make[2]: Leaving directory '/usr/src/linux/drivers/block'
make[1]: *** [driversubdirs] Error 2
make[1]: Leaving directory 'usr/src/linux/drivers'
make: *** [linuxsubdirs] Error 2

What does it means?
