AFAIK, the redhat-config-packages, the one you were using is very
limited in its functions. The docs tells you can use it to install from
the CD which has ISO images or install from a harddrive that has ISO
images files or install from a tree which has the complete redhat
installation files and rpms(entire tree you find in a RH9 ftp site). I
am not sure whether you can configure the last one to point to a ftp
site, maybe its possible. But dont think its worth it.
Otherwise, you can use up2date to install packages. Like for eg,
up2date <pkgname>. But this one is limited in that it doesnt support
other third party softwares. This again afaik.
Instead, you can try to install softwares like apt(synaptic) or yum as
found in www.fedora.us, to download and install third party pkgs.
These softwares automatically checks for the dependencies and all you
need(most of time) is a single command or a single click to install
packages.
