I have no problems w. RH5.0 like this as I am sure others do not.
You should have the following in /etc/inittab:
# Trap CTRL-ALT-DELETE
ca::ctrlaltdel:/sbin/shutdown -t3 -r now
These lines should be there by default from the install.
If you altered or deleted them ( or they are not there ), put them back
and Control-Alt-Del should work to shut down your system.
If they are there, then it is possible that somehwhere, you installed
something or modified something to use the key sequence for another
purpose, though that should be unlikely.
