partially because thumbnails are largely a matter of taste. However,
there is a package of utilities, the NetPBM package, which will
include all the tools you'll need to do what you want. Basically,
you'll convert a package to a ppm (portable pixmap), scale the pixmap
and reduce the colors used, then convert the pixmap back to your
preferred package type.. You can generally pipe the various utilities
through, and turn it into a script that will manage it to your laste.
But that's definitely where I'd start.
